     July 2015 – December 2015 – Senior Project Manager – City of Las Vegas IT/Fire & Rescue E911 Call Center

Senior Technical Project Manager for the City Las Vegas E911- Communications Center system upgrade project, responsible for the project management for the upgrade of the TriTech Software Computer Aided Dispatch (CAD) system, including implementation of new critical interfaces between E911 call centers and fire and EMS partners including AMR and Medic West. Responsible for resources from vendors, managing project schedules, dependencies, resources, and costs to the approved budgets City and Country Budgets. Also responsible for the Project Charter, plans, schedules, meetings, action items, risk and issue management, and coordination of activities between key stakeholders and senior management.

 

   November 2014 – June 2015 – IT Technical Infrastructure Project Manager – Allegiant Air and Travel

     Project Manager for the Information Technology (IT) department responsible for large-scale system infrastructure projects supporting company operations in a virtualized highly scaled environment, including:

Ø      Colocation of application and data centers at Switch SUPERNAP-4, Allegiant Summerland (New HQ), and NJ facilities

Ø      Design and construction management of new pilot training center (20,000ft2)) with system and network infrastructure, LAN/WAN to Switch SuperNAP, Corporate, IDF’s, video conferencing, Telco, and aircraft simulators, and decommissioning of old training and associated data centers

Ø      Update of network architecture, firewalls, secure global access for developers and operations personnel at over 50 sites (typically an airport) globally with disparate WAN/LAN networks to be integrated

Ø      Update of Call Center and Operations Center Support Systems including automatic failover disaster recover co-location

     April 2011 - September 2014 – Senior Technical Project Manager – WSDOT Washington State Ferries – ($10M):

Senior Technical Project Manager for Security System Upgrade Project ($6.5M) –Responsible for a new physical security system at over 40 physical and mobile (vessel) sites for Washington State Ferries (WSF), 3rd largest ferry operation in the world. Central site included two WSDOT IT secure data centers, disaster recovery and a DHS Monitoring Center staffed by Washington State Patrol (WSP) personnel. Utilized PMI and Scrum/Agile management techniques, as applicable and where possible for in-house IT and subcontractor personnel.

·            Developed, authored, and managed a Request for Proposal (RFI/RFQ-RFP), Technical Requirements Specifications (TRD), Vendor selection, contract negotiations, selection process, for a proven COTS solution, on a fixed price basis

·            Managed vendor selected (G4S), solution for decommission existing servers (200) replacing with more efficient servers using virtualization with VMware where possible, added new network infrastructure (Cisco), data center, and digital video capture high capacity servers; to new proposed modern technology, with third party transformations

·            Created and maintained project management documents including Project Charter, Project Management Plan, Schedules, budgets (budget, actuals, ETC, variance), reporting, issue management, risk assessments, and payment processing (fixed price with 56 individual milestone payments)

·            Facilitated Project and Executive Steering Committees across the functional organizations and key stakeholders

·            Technology included state-of-art multi-tier security system with an integrated Access Control/Alarm CNL PSIM (Physical Security Information Management System), integrated CCTV Milestone XProtect IP video system with smart video analytics, AMAG access control and credential management with interfaces to WSF company HR mainframe system, dynamic health and monitoring of system, a single fault tolerant clustered environment, with disaster recovery failovers and availability to five nines (99.999)

Senior IT Technical Project Manager – Ferries Reservation System ($12M) WSF Reservations – Senior Project Manager to provide an ‘in-house’ vehicle reservation system built on-top of existing technical infrastructure and sub-systems. The system was designed to operate on 22 vessels throughout the Puget Sound servicing over 25M passengers and 12M vehicles annually

·            Created and managed project management artifacts from business and product requirements, planning, schedules, financial budgets, issue and risk management, integration, test, usability to business and user acceptances.

·            Managed cross-functional team, including over 15 subcontractors, using .NET C#/HTML5 development which included creative (State style guides) UI story boards, CSS, approved by business before coding, database integration, object orientated architecture, with integration into legacy ferries scheduling system and associated databases

·            Product included ecommerce user account type management, favorites, with credit card transactions within the WSF Payment Card Industry PCI environment including internet and mobile application capabilities for creating different account types, making-changing-canceling reservations, recurring reservations, load management, call-center, back-office support and integration into the WSDOT legacy COBAL financial management system

·            Project had State of Washington External QA oversight at level three (highest), and periodic reporting to the State Office of the CIO.

 

      April 2010 – April 2011-Program Director – Airport Perimeter Security Systems – 4D Security Solutions, Inc. ($45M)

PANYNJ PIDS project for Ports of NY and NJ Airports ($100M) – Late-Term (year-3) under subcontract to Raytheon for JFK, LGA, EWR, and TEB airports perimeter protection. Responsible for design, development, implementation and test of the perimeter intrusion and protection system using physical and virtual fence detection, ground and IR camera sensors, radar, digital video (1000+ cameras), analytics to report intrusions to centralized monitoring systems for proactive dispatch and response by PANYNJ Port Authority police authorities.

·            Responsible for engineering design, development, integration and test of all software and hardware with technical team of 75 engineers and programmers across the four NYC and NJ airports

·            Contract management and project reporting and PANYNJ Port Authority, and prime contractor Raytheon Systems

·            Field installation and test at the four major airports - JFK, LGA, EWR, and TEB

·            Project was cancelled by Raytheon due to mutual agreements, financial, and non-technical reasons
 

February 2008 - April 2010 – Senior Technical Project Manager – WSDOT PMRS Project ($20M)

Mid-Term Senior Technical Project Manager to complete the WSDOT capital management project for construction projects, which provided tools for State of Washington State Department of Transportation (WSDOT) project management using a COTS solution with Oracles Primavera P6 Scheduler (V7+), Cost Manager and Contract Manager (V13). Project provided customized tools to defining and managing large-scale ($20B) construction projects throughout the state with extensive accounting and financial reporting including Earned-Value, cash forecasting, resource management, and critical path management methods. Provided two-way data migration from WSDOT mainframes to the financial data marts using ETL interfaces from WA State) into the COTS solutions for budgeting, contract management, cost and schedule management.  Cost and personnel data is protected by encrypted methods as required by State, Federal, and data privacy requirements.

 

February 2005 – February 2008 – Program Management (PMO) - TriTech Software Systems, Inc. ($30M annual)

Responsible for program and portfolio management for projects providing E-911 Public Safety Computer Aided Dispatch (CAD) COTS Systems to Federal, State and Local government agencies (Police, Fire and EMS) around the world.  Established and managed Project Management Office and organization which eventually grew to a Professional Services Organization to implement and manage the complete implementation engagement complete configuration, integration COTS configured solutions for E-911 Fire, Police, EMS Computer Aided Dispatch (CAD) and Police/State/Federal Records Management Systems (RMS).  Major accomplishments included:

·         Completed implementation of PMO for Professional Services including standardization of processes and procedures

·         Established team of over 30 professionals (PM, BA, Senior Engineers, Trainers, IT Support, DBA, Geo Specialists)

·         Established system for accrued revenue reporting verses cash accounting Implemented project accounting systems including time and attendance for all projects and revenue reporting

·         Completed over 45 large scale E911 CAD projects globally for major city, and state agencies including, California Highway Patrol (CHP), Austin, Dallas, Denver, Ft Worth, Plano; Oklahoma, Modesto; Police, Fire and EMS, Australia NSW Police and Fire, Australia Queensland Fire and EMS (800 CADS very large system)

 

February 2002 – February 2005 – Technical IT Project Manager, Security SystemsRand Corporation

Project manager responsible for complete new building construction of compartmented security systems using DOD 5105 standards for sensitive (SCI) security information access and protection. Wrote and managed technical RFP to procure a design-build to UL-2050 and DOD sensitive security standards, 7x24 monitoring centers and designs that supported IP CCTV smart video analytics, multi-level access control with bio-metrics, alarm management, perimeter intrusion detection, visitor management, guard tours, handling of bio-hazards for all eight (8) Rand facilities globally.
