Security System Upgrade Project ($6.5M) –Responsible for a new physical
security system at over 40 physical and mobile (vessel) sites for Washington
State Ferries (WSF), 3rd largest ferry operation in the world. Central site
included two WSDOT IT secure data centers, disaster recovery and a DHS
Monitoring Center staffed by Washington State Patrol (WSP) personnel.
Utilized PMI and Scrum/Agile management techniques, as applicable and where
possible for in-house IT and subcontractor personnel. ·
Developed, authored, and managed a Request for Proposal
(RFI/RFQ-RFP), Technical Requirements Specifications (TRD), Vendor selection,
contract negotiations, selection process, for a proven COTS solution, on a
fixed price basis ·

existing servers (200) replacing with more efficient servers using
virtualization with VMware where

Created and managed project management artifacts from
business and product requirements, planning, schedules, financial budgets,
issue and risk management, integration, test, usability to business and user

Managed cross-functional team, including over 15
subcontractors, using .NET C#/HTML5 development which included creative

Systems – 4D Security Solutions, Inc. ($45M) PANYNJ PIDS project for Ports of NY and NJ Airports ($100M) –
Late-Term (year-3) under subcontract to Raytheon for JFK, LGA, EWR, and TEB
airports perimeter protection. Responsible for design, development,
implementation and test of the perimeter intrusion and protection system
using physical and virtual fence detection, ground and IR camera sensors, radar,
digital video (1000+ cameras), analytics to report intrusions to centralized
monitoring systems for proactive dispatch and response by PANYNJ Port
Authority police authorities. ·
Responsible for engineering design, development,
integration and test of all software and hardware with technical team of 75
engineers and programmers across the four NYC and NJ airports ·

project for construction projects, which provided tools for State of
Washington State Department of Transportation (WSDOT) project management
using a COTS solution with Oracles Primavera P6 Scheduler (V7+), Cost Manager and
Contract Manager (V13). Project provided customized tools to defining and
managing large-scale ($20B) construction projects throughout the state with
extensive accounting and financial reporting including Earned-Value, cash
forecasting, resource management, and critical path management methods.
Provided two-way data migration from WSDOT mainframes to the financial data
marts using ETL interfaces from WA State) into the COTS solutions for
budgeting, contract management, cost and schedule management. Cost and
